Seção 20 - Objectives
     Introduction
1.     In the exercise of its legal competence of the Central Bank of Brazil (Bacen), the Supervision has as a mission to act with a view to ensuring the soundness of the National Financial System (SFN) and regulating the functioning of the supervised entities. To this end, it aims:
     a) to assess the supervised institutions as regards the risks assumed and their management capacity within the regulatory and prudential limits;
     b) to verify the compliance with the specific norms of their competence, so that the supervised institutions act in conformity with the laws and regulation;
     c) to stimulate the divulgation of information by the supervised institutions, with a view to improved practices of corporate governance in the aspects of transparency and equity in the relationship with the market stakeholders;
     d) to prevent the utilization of the financial system for the transit of resources originating form the practice of financial illicit acts, money laundering and financing of terrorism; and
     e) to respond to denunciations, complaints and requests for information.
2.     the Supervision also verifies the performance of the National Rural Credit System (SNCR) and of the Housing Financial System (SFH) and the investment of resources from the Program of Subsidies to Housing of Social Interest (SFH), in accordance with specific legislation; monitors the registration of foreign capitals and exchange operations; and the contingent provisioning of credit to the public sector.
3.     Following are details of each of the objectives.
     Assessment of supervised instituions
4.     The supervision process comprises the assessment of risks assumed by the institutions, of the financial condition, of the risk management processes and of the degree of compliance with applicable laws and regulation. Also assessed are individual aspects and of potentially systemic environments.
5.     In line with international best practices, the monitoring of risks is a fundamental activity in the processes of assessment and monitoring, especially of risks related to credit, liquidity, market, operations, legal framework, and of reputation and image and strategy.
6.     Although the Supervision seeks to know and assess the internal controls, the performance of internal and external auditing, and corporate governance of the supervised institutions, responsibility for the conduction of businesses falls directly and exclusively upon their managers.
7.     Legislation and regulation issued by the National Monetary Council (CMN) and by Bacen highlight the responsibility for and administration of supervised institutions in putting in place internal control and risk management systems focusing the activities developed by them, in a way as to identify and evaluate the internal and external risk factors which may affect the institution.
     Compliance with laws and regulation
8.     The Supervision is structured to verify the compliance with specific norms of its competence.
     Rendering of Information
9.     The Supervision has as a mission to stimulate the Rendering of information by the supervised institutions, with a view to ensuring better practices of corporate governance in the aspects of transparency and equity in the relationship with the market stakeholders.
10.     The process of information management of corporate interest to Bacen comprises also the collection, treatment and availability of information to the public in general.
     Prevention of financial illicit acts, money laundering and financing of terrorism
11.     The Supervision seeks to evaluate the internal controls of supervised institutions focusing the prevention of financial illicit acts, money laundering and financing of terrorism, with the purpose of verifying the adequacy and quality of the procedures implemented with a view to curbing the utilization of the financial system for the practice of these illicit acts, as well as to ensuring the observance of laws and regulation by the institutions in the implementation of their activities.
     Response to denunciation, complaints and requests for information
12.     The process of responding to external demands comprises the assessment of denunciations and complaints and the provision of data and information related to the activities of Bacen.
