It includes the utilization of a set of relevant indicators which form a structured system of indications of timely alert. These indicators are accounting related – which identify the economic-financial situation of the institution from the relationship of balance sheet and results accounts and hybrid relationships – which use in their construction extra-accounting values obtained from centers of custody, from Central Bank Credit Information System (SCR) and from the financial institutions themselves. They have as objective to identify the occurrence of significant and relevant variations in the monthly accounting positions of institutions and conglomerates of the banking macro segments.

Cadoc´s objective is to list the documents/information which, by regulatory determination, must be elaborated and forwarded to the Central Bank of Brazil (Bacen) by institutions and other entities under its supervision and, as the case may be, by individual persons or corporate entities. The system also contains the documents which are regulated by Bacen, of transit among the institutions, or between them and their clients. The Central Bank´s Information System (Sisbacen) is a computerized system, of a corporate nature, developed in the context of the monetary Authority, with the purpose of:
a) provide the Central Bank of Brazil (Bacen) with a subsidiary instrument in the accomplishment of its institutional mission;
b) facilitate the gathering, treatment and disclosure of information related to Bacen, to the institutions object of its control, normalization and/or surveillance.

The disclosure of parameters for verification of the Required Net Worth (PLE) for coverage of risk as consequence of prefixed interest rate remunerated operations constitute an input for the financial institutions to comply with Bacen´s determinations. These parameters, calculated on the basis of prefixed interest market information are the intraday CDI rate, released by the Center for Custody and Financial Settlement of Securities (Cetip) and the interest swap rates released by the BM&F for the maturities of 1, 2, 3, 6, 12, 24, and 36 months. This information form the basis for daily calculation of: the market volatility; the hyperbolic multiplier; the rho (correlation among vertices) and the k (factor of the downward correlation). The process of verification is secret and the institutions only have access to the result.

Fiscal Losses

It is the negative value found in the verification of the Income Tax on Corporate Entity (IRPJ), obtained from the net profit of the exercise, adjusted by the additions and exclusions foreseen in pertinent fiscal legislation. The fiscal loss verified in one period can be offset with future positive results, for purposes of payment of the IRPJ. The loss to be offset is that verified in the statements of real profit and registered on the Lalur (art. 509 of RIR/99). The offsetting of the fiscal loss is disciplined by article 15 of Law 9,065/95, and is limited to 30% of the adjusted net profit. Currently, the fiscal legislation does not determine a time period for offsetting of fiscal losses.

Operations granted by the financial institutions, they constitute important database used by the economic and research areas of Bacen. The database is formed by the balances of portfolios, balances in arrears, minimum, average and maximum rates segregated by modalities and types of charges. The modalities are separated between those directed to individual persons and those to corporate entities. They are credit modalities designed to individuals, such as the operations with overdraft check, personal credit, real estate financing, acquisition of goods – automotive vehicles, credit modalities destined to corporate entities like hot money operations, discount in duplicates, and of promissory notes, working capital, guaranteed account, real estate financing, acquisition of goods, from vendor; advance on exchange contracts, of export notes, of transfers of external loans and of other credit operations. The segmentation by nature of financial charges occurs among prefixed operations, post-fixed operations, operations referenced in floating rates and in price index.
