The Data: Coverage, Periodicity, and Timeliness

Coverage characteristics

The Industrial Production Index is disseminated monthly and is based on the Monthly Industrial Survey of Physical Production, whose sample's selection is based on the Annual Survey of Mining and Manufacturing Industry' s information, and covers 63 percent of the value added of mining activities and the processing industry (manufactured goods). The sample is made up of 3,725 local units and 824 products.

The procedures for calculation of the indices at the various levels of aggregation are based on the modified Laspeyres method, with the 1998/2000 average as the reference period for weighting. Indices are published based on the National Classification of Economic Activities - CNAE, in accordance with ISIC Rev. 3. The indices are calculated at the national level by industry and broad economic categories and are published in their original form and seasonally adjusted (X-12 ARIMA method). The indices at the regional and state level are published in their original form and also seasonally adjusted (X-12 ARIMA method) only for general industry.

Advance dissemination of release calendar

An advance release calendar that gives one quarter ahead notice of the precise release dates is published on the website of the Central Bank of Brazil (http://www.bcb.gov.br/sddsi/calendar_i.htm) and on the IMF’s Data Dissemination Standards Bulletin Board (http://dsbb.imf.org). A calendar of the precise release dates of the following year is published in the end of the present year on the website of IBGE (http://www.ibge.gov.br).

Integrity

Dissemination of terms and conditions under which official statistics are produced, including those relating to confidentiality of individual responses

The following laws provide the legal foundation for the statistical functions of the IBGE:
  1. Law 5534 of November 14, 1968 (Law on duty of providing statistical data);

  2. Law 5878 of May 11, 1973 (Law establishing IBGE Foundation);

  3. Law 6183 of December 11, 1974 (Law on statistical and geographical national systems);

  4. Decree 73.177 of November 20, 1973 that enacts these laws;

  5. Decree 74.084 of May 20, 1974 that approves the national statistical plan; and

  6. Decree 3.272 of December 3, 1999 that approves the organic law of the IBGE.

These laws establish the obligatory character of the provision of information to the IBGE and provide assurances of confidentiality of individual responses so that the data can be used only for statistical purposes. These laws are available to the public in Portuguese at the Internet page of the Presidency of the Republic, under search of decrees and laws:

According to these laws, dissemination of data by the IBGE is mandatory and free of charge.

Identification of internal government access to data before release

Directive 355 of November 5, 2007, issued by the Ministry of Planning, Budget and Management, establishes that data are provided to the authorities from the preceding list at 7:00 a.m. on the day of release.

The data are released for the press and disseminated on IBGE´s Internet website at 9:00 a.m.

The Directive and the relation of authorities of the precedence list are available on the website (http://www.ibge.gov.br).

Identification of ministerial commentary on the occasion of statistical releases

The analytical commentary accompanying the release of the indices is written entirely by the IBGE, with no comments from other branches or agencies of the government.

Provision of information about revision and advance notice of major changes in methodology

The regularly released indices are subject to revisions up to the first month of the year preceding the reference year. This procedure is described in the methodological notes that accompany the dissemination of the indices. Comments on revisions of a methodological nature are included in the regular release of the indices in the form of methodological notes. The last methodological revision was based on the results of the Annual Survey of Mining and Manufacturing Industry and on the results of the Annual Survey of Mining and Manufacturing Industry - Product Statistics, for 1998/2000. New data series is beginning in January 2002 and the linking to historical index is for 1991 onward.

Summary Methodology
Analytical framework, concepts, definitions, and classifications (including reference to applicable guidelines)
Brazil's Monthly Industrial Survey of Physical Production provides short-run indicators since the 70's, about real output of Mining and Manufacturing. Since April of 2004, IBGE has published a new series of monthly indices of industrial production, based on updated Monthly Industrial Survey of Physical Production (PIM-PF). This reform process has achieved the following goals: to update the sample of industrial activities, products and respondents; to create a new weighting structure based on more recent industrial statistics; and to adopt new product and activities classifications that are already used by other industrial surveys, since 1996. The new series begins in January of 2002 and your construction didn´t break historical series, once the old series was chained to the new one, since January of 1991, by activity level, except to four of them (printing industry; office, accounting and computing machinery; medical, precision and optical instruments; and manufacturing n.e.c); and usage categories. The old historical series (from January 1985 to January 2004) and the new one (from January 1991 onward) are available on SIDRA.
Scope of the data (coverage of, e.g., institutional units, transactions and stock, commodities, industries, and geographic areas)
In the selection of goods and respondents, intentional sampling was used, based on the variable Value of Production of goods in the Annual Survey of Mining and Manufacturing Industry - Product Statistics (1998), so as to obtain a representative sample of at least 50 percent of the industrial universe. According to the Value Added variable in the 1998/2000 period, the coverages obtained per geographic unit were as follows: Brazil (63%), Amazonas State - 38 products (72%); Pará State - 23 products (73%); Northeast Region - 162 products (62%); Ceará State - 62 products (61%); Pernambuco State - 76 products (50%); Bahia State - 79 products (66%); Minas Gerais State - 143 products (64%); Espírito Santo State - 24 products (71%); Rio de Janeiro State - 137 products (56%); São Paulo State - 490 products (55%); Paraná State - 136 products (52%); Santa Catarina State - 113 products (50%); Rio Grande do Sul State - 197 products (55%) and Goiás State - 49 products (46%).
Accounting conventions (e.g. time of recording, valuation methods)
Data are collected through eletronic questionnaire on IBGE´s website (http://www.pim-pf.ibge.gov.br/pimpf) in the first ten days of the month following the reference month of the survey. Information about physical production is analysed for the selected products, based on firms' accounting records, as well as the reasons for changes in the quantities produced (above 10% and below -10%), selected from a report of 16 possible reasons. These latter two items of information and the assessment and consistency reports generated by the system are used in the process of confirming the physical production data.
Nature of the basic data (e.g., administrative records, surveys censuses, combinations of these)
The primary data are obtained directly from companies.
Compilation practices (e.g., weighting schemes, imputation methods, balancing/cross-checking techniques)
The basis for weighting the indices is fixed and it has as a reference the structure of Industrial Value Added for 1998/2000 period (reference period for weighting). The system of weights is based on the relative importance of each product in the Value Added of General Industry. The sum of the product weights equals the weight of the industrial activities, the sum of which, in turn, yields the weights of the sections (mining and the processing industry), which, when added, give the total for general industry. As the index does not cover the universe of industry activities and products, the weights of segments and products not represented in the calculation were distributed in proportion to the relative importance of those that were calculated. The formula used is an adaptation of the Laspeyres method, chain-type fixed base, with weight adjustments.
Other aspects (e.g., seasonal adjustment, disclosure avoidance, base years, reference years, transformations from fiscal to calendar years)
Four types of industrial production indices are released monthly:
  • Monthly fixed-base index (index number), comparing production in the reference month to the monthly average produced in the base year of the survey (2002);
  • Monthly index, comparing production in the reference month of the index to the same month of the preceding year;
  • Cumulative index, comparing cumulative production for the year, from January through the reference month, to the same period of the immediately preceding year;
  • Cumulative index for the last twelve months, comparing cumulative production in the last twelve reference months of the index to the same immediately preceding period.

For Brazil as a whole, monthly fixed-base indices seasonally adjusted are also published for general industry, industry sections, industrial activities, and broad economic categories. Since June, 2006 monthly fixed-base indices of general industry seasonally adjusted are being published at the regional and state level. The X-12 ARIMA method is used for seasonal adjustment.
