| Description | |
| The Data: Coverage, Periodicity, and Timeliness | |
Coverage characteristics |
Data are disseminated on the producer price index (Índice de Preços por Atacado (IPA - August/94 = 100), which is an economic indicator that has been disseminated since 1944. It is the main component of a general price index (Índice Geral de Preços (IGP-DI). The index is structured to measure the rate of change of prices of a sample of merchandise at the wholesale level in business to business transactions in the following productive areas of the country: Alagoas, Amazonas, Bahia, Ceará, Espírito Santo, Goiás, Maranhão, Mato Grosso, Mato Grosso do Sul, Minas Gerais, Pará, Paraíba, Paraná, Pernambuco, Piauí, Rio de Janerio, Rio Grande do Norte, Rio Grande do Sul, Rondônia, Santa Catarina, Sergipe, São Paulo e Tocantis. The price survey of 1,651 establishments that is conducted monthly provides about 16,000 quotations. A Laspeyres formula is used to calculate the index, and it is not seasonally adjusted. There are 462 commodities/products covered by the index and the nature of prices includes taxes and duties when applicable on them. The weights are monthly revised due to changes in the relative ponderation of the components of the index. The index is disseminated monthly at a press conference held in accordance with a specific calendar. |
Periodicity |
Monthly. |
Timeliness |
Eight to ten days after the end of the reference period. |
| Access by the Public | |
Advance dissemination of release calendar |
An advance release calendar that gives one quarter ahead notice of the precise release dates is published on the website of the Central Bank of Brazil (http://www.bcb.gov.br/sddsi/calendar_i.htm) and on the IMFs Data Dissemination Standards Bulletin Board (http://dsbb.imf.org). |
Simultaneous release to all interested parties |
The
results are released in a press conference. Information is released in Portuguese
to journalists through press releases at the time of the press conference.
The detailed information about the index is made available at: http://www.fgv.br/ibre/dgd after free registration. There is no specific publication for this index, because it is widely disseminated to the public by the press in the newspapers, television, magazines, and also at the Fundação Getúlio Vargas (FGV) site at the Internet (http://www.fgv.br ). |
| Integrity | |
Dissemination of terms and conditions under which official statistics are produced, including those relating to confidentiality of individual responses |
There is no regulation which governs the compilation and the dissemination of the data in this case, since the Fundação Getúlio Vargas is a private institution. However, the entity has a very long tradition in producing and widely disseminating economic indicators, which are largely demanded by the markets, by the public and by the government bodies as well. |
Identification of internal government access to data before release |
Data are made available to government agencies and to the public at the same time. |
Identification of ministerial commentary on the occasion of statistical releases |
None. |
Provision of information about revision and advance notice of major changes in methodology |
Data are final when first released. Changes in methodology are announced to the public through the press and available at the FGV site (http://www.fgv.br ) 60 days before they are implemented. |
| Quality | |
Dissemination of documentation on methodology and sources used in preparing statistics |
Information on the methodology used to calculate the "Índice de Preços por Atacado" is published in "A Metodologia do Índice de Preços por Atacado - Disponibilidade Interna", which is available in Portuguese at the website of the Fundação Getúlio Vargas on the Internet (http://www.fgv.br ). The complete methodology can be ordered by phone 55 21 2559-6087 at the INDEX-Service of the Fundação Getúlio Vargas at the cost of R$100,00 per issue. |
Dissemination of component detail, reconcilliations with related data, and statistical frameworks that support statistical cross-checks and provide assurance of reasonableness |
The primary data are confirmed by the FGV using electronic processes. In the complete methodology there is also the description of all 462 components of the index, which guarantees its consistency. It should be noted that data suppliers endorse the information provided. |

| Summary Methodology |
| Analytical framework, concepts, definitions, and classifications (including reference to applicable guidelines) |
| The
index is structured to measure the rate of change of prices of a sample of merchandise at
the wholesale level in business-to-business transactions. The periodicity is monthly and
calculations are based on systematic price surveys carried out in the principal production
areas of the country throughout the calendar month.
Besides its general composition, made up of all the elements of the sample (462 products), the index is broken down into two sets of indices: one, with 17 items, organized according to the use of the component goods (whether for consumption or production), and the other, with 66 items, organized according to the source of production of the goods (agricultural, industrial). |
| Scope of the data (coverage of, e.g., institutional units, transactions and stock, commodities, industries, and geographic areas) |
| Covers the countrys principal production areas, including public and private entities, all represented in the wholesale trade. |
| Accounting conventions (e.g. time of recording, valuation methods) |
| Gathering data on prices for the index is systematic. It is carried out throughout the calendar month and follows two operational criteria: first, it provides a framework for gathering data on prices of farm products, and second, it sets norms for monitoring prices of industrial products. |
| Nature of the basic data (e.g., administrative records, surveys censuses, combinations of these) |
| For industrial products, the gathering of data on prices is done directly at the establishments providing the information, with specific forms. For farm products the process is carried out through the Internet, based on a daily price survey created by SIMA (Agricultural Market Information System). |
| Compilation practices (e.g., weighting schemes, imputation methods, balancing/cross-checking techniques) |
| The
system of weights used for the index involves, as a basis for the calculation, census data
on production, exports and imports. The values resulting from this calculation are
adjusted periodically in three ways: first, at the general level, applied to the basic
structure whenever census data are available; second, partially, on an annual basis, when
census data are not available, using a process that updates product groups and subgroups
at the aggregate level; and third, monthly updating of prices as a function of the
aggregate price relationships. In calculating the index, a modified changeable-base Laspeyres-type formula is used. This formula uses a system of weights having a mixed structure: a fixed part made up of food products of agricultural origin, and a changeable part comprising the other components of the sample, corrected to reflect aggregate price relationships, which are applied to the initial weights. |
| Other aspects (e.g., seasonal adjustment, disclosure avoidance, base years, reference years, transformations from fiscal to calendar years) |
| No
seasonal adjustment. If information is lacking for one component of the sample, the weight is redistributed to the others. The base period for the index is August 1994. |
